Understanding Limits

Throughout the decision process, keep a clear idea of where the limits and boundaries are to determine what you can and can't do:

Success: Constraints should not be seen as set in granite! See if you can find resources, negotiate actions, change laws, convince politicians, etc.

Authorizing legislation :

Know what the scope and limitations are within your authority and other legislation.

 

Authority:

Can you commit funds? Can you ask for volunteers?

 

Responsibility:

What do you need to do?

 

Agency's limitations:

What is in your agency's role and purview (e.g., Reclamation should not be taking over Fish and Wildlife Service roles.)

Politics may also create limits. These may include issues and concerns to address or solutions to consider or avoid. Communicate with politicians to clarify these constraints and assumptions. If you have limitations, you may seek out someone else who can help. For example, we might not be able to change a state water law, but someone else can.
